In a significant move aimed at addressing problem gambling, New Jersey Governor Phil Murphy authorized Executive Order No. 360 last week, officially creating the Responsible Gaming Task Force for both retail and online casinos in the state. This task force is charged with advising the Attorney General and the Governor’s Office on necessary reforms that will support practices towards responsible gaming and mitigate the risks associated with problem gambling in the state.

"New Jersey is known to be a gaming destination with historic locations like Atlantic City, amusement gaming at the Jersey Shore, notable horse racing venues, and more," states Murphy. With the creation of this Task Force, NJ can effectively maintain its global leadership when it comes to gaming as it ensures that it has the tools necessary to address its residents’ problem gambling needs and requirements, Murphy was quick to add.

Factors that led to the creation of the Task Force

One of the primary catalysts for the Task Force initiative was a 2023 study conducted by Rutgers University, which highlighted the prevalence of problem gambling within the Garden State. As a matter of fact, the study's findings underscored the urgent need for a dedicated body to oversee and recommend strategies for responsible gaming.

The newly-formed Responsible Gaming Task Force will comprise seven representatives from the New Jersey government, each bringing their own unique perspective as well as their expertise to the table. These members include:

  • The Attorney General, who will serve as Chair
  • The Director of the New Jersey Division of Consumer Affairs
  • The Chair of the New Jersey Casino Control Commission
  • The Director of the Division of State Lottery
  • The Director of the New Jersey Division of Gaming Enforcement
  • The Commissioner of the Department of Human Services
  • The Executive Director of the New Jersey Racing Commission

The task force is due to submit its first report to Governor Murphy on the 31st of March, 2025. During this period, the task force is expected to consult with delegates of regulated entities, experts in the industry, and other specialists and professionals to gather comprehensive insights and formulate effective recommendations.

State Attorney General Matthew Platkin praised Governor Murphy for his proactive stance on responsible gaming. “I applaud Governor Murphy for his leadership in elevating responsible gaming initiatives through the establishment of a statewide task force,” Platkin said. He added that New Jersey has been a leader in sports wagering and casino betting for years, and it owes it to its residents to expand and review its existing efforts and strategies on problem gambling.

The unprecedented growth of online gambling in New Jersey

New Jersey has always been at the forefront of the online gambling revolution since 2013, when online casino play was first introduced in the state. The Garden State also played a pivotal role in the expansion of sports betting in the US, launching it shortly after the Professional and Amateur Sports Protection Act was overturned.

This rapid growth in the gaming industry has brought economic benefits but also highlighted the need for robust measures to address the accompanying social challenges, including problem gambling.

The Rutgers study revealed that approximately 6% of NJ residents are at high risk for problem gambling, a figure that is about 2% more compared to the national average. Following the study, Attorney General Platkin emphasized the state's responsibility to support those affected by gambling-related issues. “The state has an obligation to help those suffering,” Platkin asserted.

In response to the rising concerns, New Jersey previously created the position of responsible gaming coordinator. This role ensures that sports betting platforms and online casinos adhere to industry regulations, particularly in areas such as marketing and advertising. The coordinator's work complements the efforts of the new task force by maintaining a consistent focus on responsible gaming practices.
